Public is owed full disclosure by MUHC
An Editorial from The Montreal Gazette which I believe not only applies to the public but also the staff.

MONTREAL — It is perhaps understandable that McGill University Health Centre authorities are reluctant to divulge full details of the misbegotten construction project that now stands as a grotesque eyesore on the flank of Mount Royal.
What is known of the venture is that it has involved staggering incompetence and a disturbing run of deceptions on the part of the MUHC administration, which together amount to a great embarrassment for the institution.
And while further revelations would undoubtedly heighten that embarrassment, the MUHC is a public institution financed by public funds, and as such, the public should have a right to full disclosure as to how its money was wasted in the perpetration of this fiasco.

- MUHC management invested in the project before obtaining the necessary zoning change from the city for the land.

- MUHC told the city it owned the property when it applied for a zoning change, when in fact it was merely leasing the land.

- MUHC failed to disclose the full extent of its plans to the city, as to the number of storeys (4/5) and parking spaces (89/170) involved.

- MUHC authorities flouted a heritage pact management had signed with the city in 2008, promising that the Montreal General would not expand beyond its existing property.
- Neglected to obtain the necessary provincial approval for the lease it had signed with the developer.
The Anti-Corruption Squad is currently on the case.
