Intro to Quebec Health Reform Bill 10, 20, 28

A quick intro to Bill 10, 20, 28  the governments health reforms.

Bill 10: The Structure

Abolishes the boards of individual health institutions, mainly hospitals and merges them into 28 regional boards, called Centres intégrés de santé et de services sociaux (CISSS). The MUHC and CUSM are exempt from bill 10.
Risk: Communities developed the health institutions according to their needs now the decision will be made by the regional board. A concern of the Anglophone community is the delivery of services in English.
The Government claims Bill 10 restructuring of the bureaucracy will save $200 million year. The government’s plan is similar to the unsuccessful Montreal City mergers, which provided less service, higher taxes and corruption.
 

Bill 20: Family Physician and Invitro Fertilization,

Bill 20 requires doctors to take on a minimum number of patients, and force specialists to see patients outside emergency rooms. It will cut the pay of doctors for up to 30 per cent if they do not follow the rules and take on a minimum of 1,000 patients.
Risk: Bill 20 completely ignores the fact that Quebec family physicians spend more time in hospitals, and have on average a 50 per cent higher workload compared to a family physician in the rest of Canada. Doctors leave the province or the public system* adding to the family physician shortage. *Health Minister Barrette a medical specialist is a public advocate for private health care.
Bill 20: Procreation services like invitro fertilization with the exception of artificial insemination will no longer be covered. Prohibits women under 18 and over 42 from receiving in vitro fertilization. Potential quotas would apply to new doctors who perform abortions, and performing an abortion will no longer be considered a priority medical activity.
Risk: Quebec family planning, abortions and a direct discrimination to women over 42.

Bill 28: Medications and Pharmacy

Bill 28 will allow pharmacists to renew certain prescriptions. The Bill will save the government approximately $130 million a year.
