The McGill University Health Centre recieved  the final report by the MUHC ‘accompagnateur’ Dr. Michel A. Bureau, which was made public by the Minister of Health and Social Services, Dr. Gaétan Barrette.

From the MUHC press release August 24, 2015 “…[translation]among all of the institutions who had to balance their budget, the extent and speed with which it was done by the MUHC is an unprecedented achievement, especially considering there was no major opposition from the medical profession or unions. It was accomplished with discipline and exemplary harmony, without cutting services.”

A government report had uncovered extensive mismanagement at the MUHC going back at least three years, employees paid for more than 600,000 hours of work that was never authorized or explained, along with money-losing real estate ventures.

On Dec. 17, Health Minister Réjean Hébert announced that a government “accompagnateur” , or special monitor, would be appointed to oversee the MUHC on a daily basis. It was one step short of placing the hospital network under trusteeship.

This  was viewed by many as the darkest day in the history of the McGill University Health Centre.

Dr. Michel Baron, author of the Baron , said the MUHC “did not follow the law” in a number of money-losing real-estate projects, the deficit for recurring expenditures will hit a minimum of $61 million by the fiscal year end of March 31, 2013, and that deficit could be as high as $115 million. In his 40 page report (December 2012) he made a 49  recommendations including the real estate portfolio, balancing the budget without reducing services, SYSCOR, established new courageous governance,..

But! Aren’t We? Isn’t, the MUHC providing the ‘Best Care For Life’, and shouldn’t our ambulatory service patients receive this best care for life?

Aside from chaperoning the MUHC’s spending other observations mentioned in Dr Bureau’s report are, the modernization of the Lachine Hospital, Montreal General Hospital,   2155 Guy –  should we stay or should we go, the properties at 5252 and 5100 de Maisonneuve, revision of SYSCOR’s mandate,  overqualified staff, under-productive labs, and restructuring the ambulatory services.

Doctor Bureau who was appointed by Doctor Barret, who was appointed by Doctor Couillard, and is following up on Doctor Baron’s report recommends that the Lab’s productivity would improve with a MEDICO-administrative management.

One of the targets is to move patients from ambulatory services at the MUHC to family doctors in the community.  As MUHC CEO Normand Rinfret stated in the press release, “transformation of ambulatory services and the full implementation of its clinical plan to steer patients towards local services so they can benefit from the right care at the right time”.
