We have been informed by employees that when calling in sick to work they are required by certain departments to call a pager and wait for a callback

The only employee obligation is to notify the department of their absence, and the employer/department are obligated to provide the employee with a contact number. A number where the employee can make their one call to notify the department of their absence.

Once you have made the sick call, you have respected your obligation and are not required to wait for a callback.
