Major Quebec Unions Reject Latest Government Contract Proposal

APTS, CSN and FIQ rejected Quebec’s latest contract proposal. One union described the proposal as unacceptable and insulting.

The Conseil du trésor’s, Quebec’s employers negotiating body, latest public sector contract proposal was unanimously rejected by three of the provinces labour organizations , the Alliance du personnel professionnel et technique (APTS), Fédération interprofessionnelle de la santé du Québec (FIQ) and Confédération des syndicats nationaux (CSN) unions.

The government’s May 21, proposal for a three-year contract, from April 1, 2020, to March 31, 2023, was unanimously rejected by the FIQ on May 26, the APTS followed on June 01, and the CSN on June 25.

The proposal was described by the Fédération interprofessionnelle de la santé du Québec as unacceptable and insulting.

The Conseil du trésor tabled slightly different proposals to the labour organizations, offering lump sums and salary scale adjustments, but the hourly pay rate increases remain consistent across the board.

  • April 1, 2020, to March 31, 2021: 1.75%
  • April 1, 2021, to March 31, 2022: 1.75%
  • April 1, 2022, to March 31, 2023: 1.5%
